NOTICE INVITING TENDER

Sealed tenders are invited by Indian Institute of Management Calcutta from IRDA approved Insurance Companies for providing Group Mediclaim and Personal Accidental Insurance benefit to the existing employees and their dependents, employees who had retired post 31st March, 2007 and their respective spouses and spouses of deceased employees.

The details of total strength in the Indian Institute of Management Calcutta to be covered under Group Mediclaim Insurance Policy are given as under –

No. of beneficiaries (Existing Employees with dependents): 718

No. of beneficiaries (Retired Employees with spouses): 291

Total number of spouses of deceased employees: 24

No. of Employees (others including dependents): 23

Total Strength: 1056

The above figure may increase or decrease depending on the number of employees. Sum Insured – Rupees Four (04) / Five (05) Lakhs per primary member along with dependents (floater basis).

1. Eligibility Criteria: The bidders having fulfilled the eligibility criteria as mentioned below may be considered eligible to participate in the tender –

  1. Insurance company should be registered with IRDA or enabled by a Central legislation to undertake Insurance related activities. The Insurer should attach a copy of the license as a proof of its registration (Relevant Supporting documents should be submitted).
  2. The Insurance Company should have minimum 03Years experience in providing Group Health & Accidental Insurance Schemes to Government/Semi-Government/Govt. of India Undertaking/ Autonomous Body/ Reputed Private Organizations (relevant supporting documents should be submitted).
  3. The list of the organizations where the tenderer is providing services giving details of organization name, telephone and e-mail with contract validity, type of families insured and total number of families insured by them along with the certificate of satisfactory performance issued by the Competent Authority of such establishments and from such clients should be invariably furnished along with the technical bid (Relevant Supporting documents should be submitted).
  4. Self-declaration in Non-Judicial Stamp Paper stating that the company has not been blacklisted by any firm PSUs/IRDA should be submitted along with tender document.

2. DOWNLOADING OF TENDER DOCUMENTS: Tender documents can be downloaded from IIM Calcutta’s website: https://iimcal.ac.in/ from 01/08/2017 to 16/08/2017. The bidder needs to submit a Demand Draft of Rs.1,000/- (Rupees One Thousand) towards cost of tender only in the name of “Indian Institute of Management Calcutta”, payable at Kolkata along with the tender documents, without which the tender will be summarily rejected.

3. PRE-BID MEETING: All the eligible tenderers, who fulfill all the criteria mentioned in the NIT and are interested to submit their tenders must attend the pre-bid meeting to be held on 9th August 2017 at 2:00 PM for the purpose of discussion on the requirement of the Institute in regard to the said Mediclaim Insurance policy. The Insurance Companies are required to give a 10/15 minutes presentation on the profile of their organizations and emphasizing on the level of services they would provide. Based on the discussions in the pre-bid meeting, the tenderers should submit the tenders accordingly.

4. SUBMISSION OF TENDER: Tenders are to be submitted in four envelopes in the following manner –

  1. First envelope super-scribing ‘Technical Bid’ should contain the terms & conditions of the tender duly signed and sealed in all pages and the eligibility criteria with supporting documents as mentioned at Annexure-I. The Demand Draft of Rs.1000/- issued in the name of “Indian Institute of Management Calcutta”, payable at Kolkata should be attached with the supporting documents of Technical Bid and included in this envelope.
  2. Second envelope super-scribing ‘Financial Bid for 4 lakhs Sum Insured’ should contain the financial bid in the prescribed format in Annexure-II duly filled-in, signed and sealed.
  3. Third envelope super-scribing ‘Financial Bid for 5 lakhs Sum Insured’ should contain the financial bid in the prescribed format in Annexure-III duly filled-in, signed and sealed
  4. The three envelopes are to be put in a bigger envelope (4thenvelope) super-scribing as “Group Mediclaim & Personal Accident Insurance Policy for Indian Institute of Management Calcutta”. The bids /offers should be completed in all respects and submitted to Senior Administrative Officer (Purchase) at the following address along-with covering letter as per format attached at Annexure – IV.

5. OPENING OF TENDER: Technical Bid of the tender will be opened on 16.08.2017 at 2.15 P.M. in presence of tenderers / authorized representative of the Tenderer who wish to be present. Financial bids will be opened only for those who will qualify the Technical Bid.

6. If the tenderer deliberately gives wrong information in his tender or creates circumstances for the acceptance of his tender, IIM Calcutta reserves the right to reject such tender at any stage.

7. By submitting a tender, the tenderer will be deemed to have satisfied himself of the scope of the work and the rates quoted by him in the tender will be adequate to successfully deliver the services.

8. The tenderer shall sign all the documents and put firm’s stamp with date on each page of the Tender.

9. The tenderer should be willing to take up work according to terms and conditions as set out in this NIT.

10. IIM Calcutta reserves its right to postpone the date for presentation and opening of tenders.

11. The tender shall be valid for a period of 3 months for acceptance. If a tenderer is unable to keep the offer open for the specified period, he should state the period for which the tender is kept valid for acceptance.

12. IIM Calcutta reserves the right to modify, expand, restrict, scrap, refloat or cancel the Tender at any stage without assigning any reason whatsoever.

13. The application for tender does not entitle any tenderer for automatic grant of award.

14. Tender documents as submitted by a tenderer shall become the property of IIM Calcutta and IIM Calcutta shall have no obligation to return the same to the tenderer.

15. Canvassing in any form whether directly or indirectly in connection with the tender is strictly prohibited and the tenders submitted by the Insurance companies who resort to canvassing will be liable for rejection without any further reference.

16. The following tenders are liable to rejection:

  1. Tender forms containing 'over written' or 'erased' rate or rates and amount not shown in figures and words in English.
  2. Tender quoting rates on units different from those prescribed in the tender schedules.
  3. Tender which is incomplete, obscure or irregular.
  4. Tender in respect of which any request from the Tenderer is received in respect of addition, alterations, modifications, corrections, etc. of the Terms and Conditions or rates after opening of either tenders will not be entertained.
  5. Tender in respect of which canvassing in any form is resorted to by the Tenderer.
  6. Tender received after the time and date specified above even if due to postal or other delay.
  7. Financial Bid not enclosed in separate envelope and not properly marked.
