NOTICE INVITING TENDER

Sealed tenders are invited from reputed and experienced transport service providers for supply of Tata Winger (AC-13 seated) on monthly hire basis for IIM Calcutta, Joka for a period of two years w.e.f. 1st August, 2017 to 31st July, 2019.

Transport service providers may download the Tender Document from the Institute’s web-site: www.iimcal.ac.in or obtain the same from the transport department, IIM Calcutta, Kolkata-700104 on any working day between 10.00 A.M. to 5.00 P.M. up to 11th July, 2017 and submit the same duly filled in within 12th July, 2017 by 2.00 P.M. along with Tender Fee, EMD & other documents as per the tender document to the Senior Administrative Officer (Purchase). The tender will be opened on 12th July, 2017 at 2.15 P.M. at the Office of Senior Administrative Officer (Purchase) in presence of the authorised representative of the bidders, if any.

SCOPE OF WORK:

Service: 1

Route-I: Tata Winger (AC-13 seater): Shovabazar(Metro)-Ultodanga-Kada Para- Stadium- Chinrighata- Science City-Syed Amir Ali Avenue- Ballygunge PO- Ballygunge Phari-Gariahat Road/Garcha Road Crossing-Gariahat-Goal Park/RKMission-Southern Park-Keyatala Road- Southern Avenue/Vivekananda Park- Southern Avenue/Lansdown Rd. Junction- Rash Bihari Avenue- Chetla Park- Durgapur Bridge (New Alipur PS)-Taralata- Behala Tram Depot- IIMC Campus and back. (76-80 Kms per day for 2 Trips).

The vehicle will depart from Shovabazar(Metro) at 7-50 A.M. and arrive IIM Calcutta campus at 9-15 A.M. and leave IIM Calcutta campus at 5-50 P.M. on all working days (Monday to Friday including holiday).

Route-II: Tata Wnger (AC-13 Seater): Garia- Ramgarh- Jadavpur Station- Jadavpur Thana- Usha Gate (Prince Anwar Sha Road)-Lord’s Bakery-Dhaka Kali Bari- Tollygunge Tram Depot- karunamoyee- Hardevpur- Vevekananda Sporting Club- Keorapukur Bazar- IIMC Campus and back. (50-52 Kms per day for 2 Trips).

The vehicle will depart from Garia at 8-10 A.M. and arrive IIM Calcutta campus at 9-15 A.M. and leave IIM Calcutta campus at 5-50 P.M. on all working days (Monday to Friday including holiday).

Service: 2

The same vehicles will be used by MDC office from 9.30 A.M. to 5.30 P.M. from Monday to Friday including holiday and 22 days in a month. The vehicles will ply inside the campus only and will perform entrusted duties.

GENERAL TERMS & CONDITIONS:

  1. The Tenderers should be an authorized Transport Service Providers with valid Trade License.
  2. The envelopes containing the bid should be super-scripted as “Supply of Tata Winger (AC-13 seated) (hereinafter referred as “vehicles”) and should be addressed to the Senior Administrative Officer (Purchase) Indian Institute of Management Calcutta, D. H. Road, Joka, Kolkata 700104 and the same should be dropped in the Tender Box kept in the office of the Senior Administrative Officer (Purchase) Administrative Block, Ground Floor
  3. The Financial Bid enclosed in Annexure-II as per the prescribed format should be submitted in a separate sealed envelope.
  4. The bid should be accompanied with an EMD of Rs.25,000/- in the form Demand Draft in favour of “Indian Institute of Management Calcutta” and payable at Kolkata. The EMD of selected bidder will be kept as Security Deposit till completion of the service contract period and extension, if any. EMD of rest bidders will be released within 30 days from the date of issuance of work order without any interest.
  5. Separate demand draft should be submitted for EMD and the cost of tender document of Rs.500/-
  6. The contract will be valid for two years w.e.f. 1st August, 2017 to 31st July, 2019 which may be extended for a further period of one year subject to satisfactory performance and requirement of the Institute. No hike in the rate will be permissible, during the contract period.
  7. Toll Tax, Parking charges etc. will be paid by the Institute on submission of proper receipt along with the bill.
  8. Vehicles provided on hire to the Institute should be commercial vehicles and registered as such with the Competent Transport Authority.
  9. Penalty etc. imposed by traffic police/department, will not be paid by this Institute.
  10. The applicable taxes will be deducted from bills of the service provider.
  11. If the service provider fails to provide the vehicles in time, the Institute reserves the rights to cancel the above mentioned contract at any time without assigning any reason.
  12. Incomplete tender, tender received late and/or those not in compliance with the terms & conditions, will be rejected.
  13. The service provider shall bear all costs on account of fuel, oil, spares parts, comprehensive insurance, repair & maintenance etc. of the vehicles. The salary and other costs of the driver/conductor/helper shall also be borne by the service provider.
  14. The drivers on duty should strictly follow all the Traffic Rules as prescribed by the Govt. Authorities. The Institute will not be responsible for the reimbursement of any charges, charged by Govt. Authorities for violation of any Traffic Rules.
  15. The Institute shall not be responsible for repairing and maintenance of vehicles including consumables. The Institute will not bear any other related charges.
  16. The vehicles sent for services should be kept neat and clean, both inside and outside; cleanliness of vehicles must be properly maintained. No other person except the driver/conductor/helper shall be permitted in the vehicle while transporting the officials of IIMC.
  17. The service provider will ensure that all necessary documents (Registration Certificate, Road Tax, Valid Insurance Permit, Pollution Control Certificate etc.) are in the personal custody of the licensed drivers on duty.
  18. The driver on duty must observe discipline, etiquette and protocol while performing the duty. They should be in proper uniform/dress and carry a mobile phone in working condition for emergent communication, for which Institute will not pay separate charges. He should be well conversant with the Kolkata routes.
  19. In case of accident, any compensation claims arising out of such accident shall be borne by the service in accordance with the law which is in force to each or every one of the effected person or their legal heirs depending upon the merits of each individual case. He would also indemnify the Institute for any loss, damage of property or life arising out of negligence of the driver or poor maintenance of vehicle. The driver should always remain with the vehicle during entire period of duty.
  20. The service provider must ensure that drivers on duty are not under the influence of alcohol or other intoxications while performing their duties for the Institute. Smoking is strictly prohibited inside vehicles/ Institute.
  21. There should be a First Aid Box, portable fire extinguisher, air freshener spray & torchlight in the vehicle.
  22. The vehicle on hire shall be available at all time including Saturdays, Sundays and public holidays as per requirement of the Institute.
  23. The service provider shall not engage any sub-contractor or transfer the contract to any other person.
  24. In case of poor service not rendered in time and in view of the exigency of the work, if it is considered necessary to carry out the work/supply by some other means or to assign the work/supply to some other party due to the failure on the part of the service provider, 15 days’ time will be given to the service provider to correct or complete the work/supply, failing which the work/supply can be got done by other means at the risks cost of the service provider.
  25. The Competent Authority of IIM Calcutta shall have the power to accept or reject any or all tenders received without assigning any reasons whatsoever. The tenders in which any of the prescribed conditions are not fulfilled/incomplete in any respect are liable to be rejected.

SPECIFIC CONDITIONS

  1. Scope of work:
    To provide vehicle service to IIM Calcutta (herein after called Institute) for faculty members and for use of MDC Office of the Institute on monthly hire basis. The vehicle shall be in good condition (not older than 05 year) to be verified by the officials of the transport department.
  2. Payment:
    The successful tenderer will be paid a firm rate towards hiring charges per month and for any additional kilometres, if used on Saturday and/or Sunday. All other expenses, road taxes, insurance charges, fees of license/ levies charges and road and bus permits, repairs and maintenance of the vehicle, salaries and accommodation to the drivers/conductor etc. shall be borne and arranged by the service provider during the entire period of the contract and its extension (if any) with no financial implication to the Institute. The Institute will not be responsible for any legal obligation (s) under any act (s). The successful tenderer shall furnish documents of the vehicles to the officials of the transport department before the deployment of vehicles for duty.
  3. The monthly rate and rate for additional Kilometres quoted shall be firm during the period of contract, including any extension if granted; no price variation shall be entertained by the Institute. Certificate from the transport department for the Fitness of vehicles is mandatory.
  4. It will be the responsibility of the service provider to ensure all the document pertaining to vehicle Registration as per latest Motor Vehicle Act, driver’s license, RC book, Tax book, comprehensive insurance vehicle permit for plying vehicle for subject hiring work and other document etc, as may be required by Motor Vehicle Act, for which no charges will be paid by the Institute. The above documents shall always be available with hired vehicles and its drivers, In case of requisition seizure of vehicle by administration, it will be the responsibility of the service provider of the vehicle to get the vehicle released. During such period of requisition seizer of the vehicle, the service provider shall make an alternative arrangement by providing alternate vehicle with no financial implication to the Institute.
  5. The service provider shall be directly responsible for any/all disputes arising between him and his personnel and keep IIMC indemnified against all losses, damaged and claims arising thereof.
  6. The service provider at his own cost and risk will ensure that the vehicles are properly maintained to avoid any breakdown and/or cause inconvenience to the boarders of the Institute travelling by the vehicle.
  7. The Institute shall have no responsibility/liability on account of any accident to the person, material, staff of the service provider, fire etc. and no damage compensation shall be paid to them on this account. The service provider will ensure that the vehicle will carry only faculty, officers and staff members of the Institute. No outside passenger should be permitted to be boarded in any case. In case of failure to complete the contracted trip(s) partly or wholly due to breakdown or otherwise, an alternative arrangement will have to be made at the risk and cost of tenderer.
  8. The service provider shall operate and ply the vehicle entirely at their own risk and responsibility and shall observe all rules and regulation and comply with all provision of law on that behalf.
  9. The service provider alone shall be responsible for all acts, omission, commission, defaults, or neglect on the part of the driver, conductors, cleaners.
  10. In case of penalty either for late running, cancellation of schedule trips or for not providing vehicle on any particular day, the service provider will be required to deposit the amount fixed on account of penalty within seven days of the issue of such notice, falling which the penalty dues will be recovered from the Security Deposit made by the Agency. Institute also reserves the right to cancel the contract in case such penalty is not paid in a stipulated period.

COMPLIANCE OF LABOUR LAWS

The service provider shall be solely responsible for payment of wages/salaries and allowances to his personnel that might become applicable under any new act of Government. IIMC shall have no liability whatsoever in this regard. It shall be the sole responsibility and liability of the service provider to carry out the obligations arising out under various labour legislations such as Contract Labour (Regulation and Abolition) Act, 1970, Minimum Wages Act 1948, Payment of Wages Act 1936, Payment of Bonus Act 1965, Industrial Disputes Act 1947, Employees Provident Funds and Misc. Provisions Act 1952, Employees' State Insurance At 1948, Workmen's Compensation Act 1923, Motor Vehicles Act and such other relevant enactment that are in force from time to time as may be applicable in respect of the services provided.

TERMINATION OF CONTRACT

If at any time the service provider makes any default in proceeding the work with the due diligence and continue to do so even after the notice in writing or commit any default in completing any of the terms and conditions even after the notice in writing is given on that behalf, the Competent Authority of IIM Calcutta may terminate the contract by serving one month’s notice.

SUBMISSION OF BIDS

  1. Those filling in the tender are advised to ensure that their tenders are complete in all respects, all documents have been filled in and all supporting documents enclosed. Incomplete tender documents shall be rejected straightaway without any reference to the tenderers.
  2. The bid should be sealed in envelope duly super-scribed as “Supply of Tata Winger (AC-13 seater)”, and should be addressed to the “Senior Administrative Officer (Purchase), IIM Calcutta, Diamond Harbour Road, Joka P.O., Kolkata- 700 104” and the same should be dropped in the Tender Box kept in the office of the Senior Administrative Officer (Purchase), Administrative Block, Ground Floor.
  3. IIM Calcutta will not be responsible for the missing/delaying of tender submitted in any other place.
  4. Before submission of Tender Document, the bidder may contact the officials of the transport department for clarification, if any.

BID OPENING

  1. The bidders are at liberty to be present or authorize a representative to be present on the date of opening of tender at this office with duly signed authority letter.
  2. The Institute’s Tender Committee will open the tender in presence of the bidders or their representative who chooses to attend on the scheduled opening date. The bidder’s representatives intending to be present shall have to sign a register evidencing their attendance.

ARBITRATION

In the event of any disagreement/ dispute arising in connection with execution of the service which cannot be settled in an amicable manner between the service provider and the Competent Authority of IIM Calcutta, the matter shall be referred to arbitration. Such arbitration shall be governed by the provisions of the Indian Arbitration and Conciliation Act, 1996 or as amended from time to time. The venue for such arbitration will be in Kolkata only. During the pendency of the arbitration proceedings or till the expiry of the period of contract, as the case may be, the services will continue on the same terms and conditions

INSTRUCTION TO BIDDERS

  1. All documents submitted should be self-attested with seal of the bidder. All pages of the quotation/bid including all enclosures should be numbered (except printed leaflets/catalogue) and must be signed by the bidder’s authorized signatory.
  2. The tenders to be dropped in the Tender Box by 2.00 P.M. on due date at the office of: Sr. Administrative Officer (Purchase). If due to unavoidable/unforeseen circumstances and also if due date falls on a holiday, the tender will be received/ opened on the next working day at the same time.
  3. Copy of relevant Trade Licence, PAN, Service Tax Registration, IT returns of last two years and work order for supply of vehicle service to Govt. organisation/Corporate sector/educational Institutions etc. should be enclosed along with the tender document.
  4. Tenders received after the due date and time of submission, as indicated above, will be rejected immediately.
  5. The prices should be quoted inclusive of all taxes. The bidder should quote the rate as per Annexure-I, otherwise the bid will be liable for rejection.
